Idempotent alert engine
Every delivered alert is persisted; re-running the engine never sends duplicates.

compliant / expiring_soon (≤30 days) / expired / no_certs — computed across all of a vendor's certificates.
Human-review flagging
Certificates the parser can't read (no expiration date, no coverage found) are flagged needs_human_review instead of silently accepted.
